Residential Parking Program

ABOUT THE PROGRAM

Residential parking zones have been established in congested neighborhoods to give residents a better chance to park closer to their homes.

 

Residential parking permits will be plate-based, or digital, meaning that a vehicle’s license plate serves as the permit. Decals, placards or hang tags are not necessary.

 

Residents who live in a residential parking zone must register with the City to participate in the program. The fee is $25. This fee is waived for the first year of enrollment in the program. In the near future, the CPA website will include an RPP portal that will provide the City's residents with an online tool for creating household accounts, purchasing permits and managing their accounts.

RESIDENTIAL PERMIT APPLICATION

You can apply for a residential parking permit in person at the Chester Parking Office located in City Hall, between the hours of 9 a.m. and 4:30 p.m. The application form can be picked up at the Parking Office or downloaded here. Online permit registration and account management features will be available in the near future.

VISITOR PARKING

Residents who have guests will be issued Guest Parking Permits to allow these visitors to park in a residential parking zone during posted hours. Resident RPP account holders can register Guest Parking Permits, which are only valid for one day, to their household accounts. Detailed instructions for accommodating visitors can be viewed here.

Applicants must provide proof of residency.

 

All outstanding parking tickets must be paid prior to permit approval.
