Residential Parking Program
ABOUT THE PROGRAM
Residential parking zones have been established in congested neighborhoods to give residents a better chance to park closer to their homes.
Residential parking permits will be plate-based, or digital, meaning that a vehicle’s license plate serves as the permit. Decals, placards or hang tags are not necessary.
Residents who live in a residential parking zone must register with the City to participate in the program. The fee is $25.

RESIDENTIAL PERMIT APPLICATION
You can apply for a residential parking permit online or in person at the Chester Parking Office located in City Hall, between the hours of 9 a.m. and 4:30 p.m. The application form can be picked up at the Parking Office or downloaded here.
Applicants must provide proof of residency.
All outstanding parking tickets must be paid prior to permit approval.
